Low-income Energy Assistance Program (LEAP)

What is LEAP?

thermoThe Colorado Low-income Energy Assistance Program (LEAP) is a federally funded state-supervised, county-administered system designed to assist with your winter heating costs for a primary home heating system. First established in 1981 and part of the United States Department of Health and Human Services (HHS), LEAP is funded annually through Congressional appropriations. The mission of LEAP is to assist low-income households, particularly those with the lowest incomes that pay a high proportion of household income in meeting their immediate home energy needs. The program gives grants to states, who in turn distribute them to counties and approved charity organizations.

Important Points

  • The LEAP eligibility period runs from November 1st through April 30th.
  • LEAP cannot provide assistance for any type of temporary or portable heating source such as portable electric heaters or any portable fuel heater.
  • LEAP is not intended to pay the entire cost of home heating. If you are applying for assistance continue to pay your home heating bill.
