Town Government

Mayor and Board of Trustees

Calhan’s Mayor and Board of Trustees are elected officials who meet regularly to hear citizen issues, make policy, sanction ordinances, hire staff, set goals, develop plans, propose and execute projects, evaluate Department heads, appoint Committee members, prepare the Town’s budget and allocate funds, just to name a few of the many tasks they have responsibility for.

Colorado’s structure of municipal government is a “Weak Mayor” system where the Mayor is the ceremonial head of the municipality. The Mayor is a member of and presides over the Board of Trustees. The scope of the Mayor’s authority is limited to that approved by the Board. Although the Mayor is only one vote on the seven-member Board and has no veto power, the Mayor is traditionally an influential voice on the Board.

Board Meetings

All Board meetings, except for executive sessions, are open to the public and held in the boardroom at Town Hall, generally the second Monday of each month unless otherwise announced. If you have a specific issue to bring before the Board, you must be placed on the agenda. Contact the Town Clerk by noon on the Wednesday prior to the scheduled Board meeting. You are encouraged to submit a written summary so the Board may be better prepared to discuss the issue.

The Board also holds a more informal discussion Workshop once a month, generally the last Tuesday of the month (please see the ).

Notice of all meetings is posted at least 24 hours in advance at Town Hall and on this website (please see the ). Please note that all meetings are subject to rescheduling due to conflicts or other unforeseen circumstances.

Elections & Candidate Eligibility

Town elections are held every two years in even numbered years on the first Tuesday in April. Candidates for Mayor and Trustee seats must be U.S. citizens at least 18 years of age, a Calhan resident for at least 12 months by the date of the election, and registered to vote in the Town of Calhan. You may obtain a voter registration form and additional candidate information at Town Hall.

Chapter 2 of the  covers Town Departments (agencies), Officers, and employees.
